Arrest warrant signed: Amber L. Arnold, 37, of 541 Donner Ave., Monessen, is wanted by Charleroi Regional police on charges of possessing six stamp bags of heroin, possession of drug paraphernalia and public drunkenness, court records show. Arnold is accused of having the drugs in her purse when police apprehended her in the 800 block of Fallowfield Township after officers were called about 10:15 p.m. March 27 to investigate a fight in that area. District Judge Larry Hopkins signed her arrest warrant Thursday.

Woman wanted: East Washington police obtained an arrest warrant for Kelley Jo Katko, 27, who has no known address, on a charge of access device fraud. She is accused of using a credit card belonging to LeMoyne Center and Joyce Ellis to make $640.05 in purchases last month. Police said the card was stolen in a burglary. Anyone with information on her whereabouts is asked to call police at 724-222-2929.

Check returned: Gregory Isenberg of 937 Venetia Road, Venetia, is charged in a private criminal complaint with writing bad checks over accusations he issued a check his bank refused to honor for $313 March 31 to the Lock Four Volunteer Fire Company. District Judge Larry Hopkins issued the charge Thursday in a summons.

Charged in crash: Michael D. Kusky, 50, of 180 Wylie Ave., Strabane, was charged with driving under the influence of alcohol and traffic violations stemming from a one-vehicle crash June 10 on Interstate 79 northbound at the Houston exit, North Strabane. Police said his blood-alcohol level was almost three times the 0.08 percent level at which intoxication is presumed. The charges were sent by summons from the office of District Judge Jay Weller.

Thefts from vehicles: A resident of the 300 block of Alamo Drive in Upper St. Clair told police Thursday the driver’s side window of her vehicle was smashed while the vehicle was parked in the Arrowhead Trail parking lot at the intersection of East McMurray and Thomas roads. The victim said her Kate Spade purse and wallet were stolen. In another case, a resident of the 100 block of Bridle Trail in Venetia told police Thursday the driver’s side window of her vehicle was smashed while the vehicle was parked at the parked in the Arrowhead Trail parking lot on Pelipetz Drive. The victim said her Kate Spade diaper bag that contained diapers, wipes, formula and her wallet were stolen. Police said the value of the items was $500.

Man jailed: John M. Reesman, 40, of Shinnston, W.Va., was placed in Washington County jail Thursday on $100,000 bond set by District Judge Larry Hopkins, court records show. Roscoe, Elco, Stockdale and Allenport Regional police accused Reesman of sending a Roscoe man and woman threatening letters, text messages and emails and making threatening phone calls for several years.

Assault arrest: Jared O. Mowl, 31, of 235 W. Chestnut St., was arrested early Friday by Washington police on a charge of simple assault after he allegedly slapped and grabbed Paris Flanagan during a confrontation at his apartment. Police said it was a continuation of an earlier argument. He was arraigned before District Judge Gary Havelka. Mowl was released from Washington County jail after posting $2,500 bond.
