Charges pending against Carmichaels woman

A Greene County woman arrested last week by Cumberland Township police after a disturbance at a park is facing charges to be filed by state police stemming from a May traffic stop in East Bethlehem Township.

State police said they plan to file charges of driving under the influence of alcohol and resisting arrest against Jennifer L. Marshall, 35, of 419 Ceylon Road, Carmichaels, at the office of District Judge Joshua Kanalis.

A trooper stopped Marshall in the early hours of May 29 on Main Street near Pitt Gas Road, Marshall was reportedly uncooperative and was screaming at troopers who said there was a strong smell of alcohol coming from her. Marshall’s speech also was slurred and her eyes were glassy, police said.

When Trooper Lucas Borkowski asked her to get out of her SUV, Marshall reportedly told him she would not. The trooper asked her a second time to get out the vehicle to perform field sobriety tests. Marshall said she would not do any testing nor would she get out of her vehicle, police said.

When Borkowski told her she was not under arrest for suspicion of DUI and had to get out of the vehicle, she continued to be uncooperative and scream at Borkowski and Trooper Joseph Popliearcheck.

Borkowski reportedly told her several more times to get out of the vehicle, but she continued to refuse. The troopers opened the driver’s door of her vehicle to take her into custody, but Marshall reportedly clinched the steering wheel with her left hand and center console with her right hand. Both troopers reportedly had to physically remove her from the driver’s seat to arrest her.

Alcohol also apparently was a factor when Marshall was arrested Thursday night on charges including endangering the welfare of children, harassment, disorderly conduct as well as public drunkenness at Wana B Park. She was at the pool with her three children when she reportedly wrapped her 7-year-old daughter’s hair around her wrist and dragged her across the parking lot, police state in the criminal complaint. Marshall also reportedly admitted to grabbing the child’s hair while also grabbing her 4-year-old son by the ear.

Police stated in court documents they suspected Marshall was drunk because she smelled of alcohol and her speech was slurred. Empty cans and bottles of alcohol also were in her vehicle, according to the complaint. Police said when they tried to question Marshall, she was uncooperative, yelling and swearing in front of the children.

She was released Friday from Greene County jail after posting $4,500 bond. She has a preliminary hearing Thursday before District Judge Jesse Cramer. After her arrest, Greene County Children and Youth Services placed Marshall’s children with her sister.
