Action: Lisa Cessna, executive director of Washington County Planning Commission, which oversees the fairgrounds in Arden, has the board of commissioners’ permission to revise designs for the trolley-track entrance.

In a supplemental $29,909 contract, A&A Consultants Inc., Pittsburgh, civil engineers, are being asked to take into account moving one column of the food court atrium which blocks vehicular access to the entrance and developing a plan for a parking lot for the disabled across from the North Main Street entrance to the fairgrounds. The new amount of A&A’s contract will be $288,130 to be paid from the fairgrounds’ natural gas lease.

In another matter related to the planning commission, Cessna said the state Department of Environmental Protection is asking the county to analyze its readings from piezometers at dams PA-481 and PA 484 on Harmon Creek in Hanover and Jefferson townships. A piezometer measures water pressure inside the dam, Cessna said, and GAI Consultants Inc. will also be looking at the slope of the phreatic surface indicating the direction of groundwater movement, for which the county has budgeted $3,500.

The board awarded a contract for the diagnosis and repair of the county’s 10 flood-control dams to EnviroScience Inc. of Stow, Ohio. An amount was not included because work is to be done on a time and material rate as needed through April 30 of next year, to be paid from the county’s oil and gas lease funds The contract also includes hourly rates for emergency repairs.

At the request of Kathleen Bali, director of human resources, the commissioners agreed to have Management Advisory Group International Inc. of Woodbridge, Va., to conduct a job analysis for each nonunion, salaried position at a cost of $27,500.

The county is purchasing two vehicles through state contracts that do not require bidding. At the request of Court Administrator Patrick Grimm, the county will be buying a 2016 van to transport youth enrolled in the Leadership Enhanced Attitude Development Educational Rehabilitation program from McCall Motors Inc. of Ebensburg, Cambria County, for $23,090, to come from the Juvenile Probation Office budget. A 2017 Ford F-250 truck to be used in county parks and at the Panhandle Trail, costing $27,558, will be purchased from Stuckey Ford of Hollidaysburg, Blair County. The county’s oil and gas lease funds will be used to pay for the truck.

Appointment: The board accepted the resignation of Don Good, representing World Kitchen, Charleroi, from the Southwest Corner Workforce Development Board and approved the appointment of John Lackovic, also from World Kitchen, to serve the remainder of the term July 31, 2018.

Attendance: Commission Chairman Larry Maggi was absent. All votes were 2-0.

Next meeting: 10 a.m. May 19 in the public meeting room of the Courthouse Square office building, to be followed by a meeting of the salary and retirement boards.
