Elizabeth man charged in fatal California wreck

A 21-year-old Allegheny County man was arraigned Wednesday on charges including homicide by vehicle filed by California police in connection with a crash last November that killed a 21-year-old California University of Pennsylvania student.

Quinton Dean Shaner of 303 Fifth Ave., Elizabeth, also was charged with reckless endangerment, careless driving, reckless driving, failure to drive at a safe speed and failure to stay in his lane. Mason Rauff of Denver, Lancaster County, a passenger in the vehicle, was killed in the Nov. 2 crash in the 800 block of Route 88 (High Point Drive). Shaner and two other passengers, Daren J. Reinhart and Jacqua M. Starr, were injured. The three also were students at the university.

At the time of the crash, borough police had not determined who was driving the 1995 Ford Mustang. The charges came after an investigation by borough police and the state police accident reconstruction team, in consultation with the Washington County district attorney’s office.

Police said Shaner was driving the car, owned by a family member, when it crossed the center line on a sharp curve and skidded into a hillside, rolling over several times. Shaner allegedly told a member of the ambulance crew that he was traveling “fast” and that the accident was his fault. Police said one of the passengers told officers that the car was traveling fast when Reinhart said to Shaner, “OK, you’ve proved your point, slow down.” A state police reconstruction specialist estimated the car had been going about 80 to 95 mph, police said.

Shaner was arraigned before District Judge Joshua Kanalis and released on $100,000 unsecured bond. He is scheduled for a preliminary hearing before Kanalis on June 1.
