Food worker accused of sexual relationship with inmate at SCI-Greene

WAYNESBURG – A food services worker at SCI-Greene prison was charged Thursday with having an ongoing sexual relationship with an inmate over nine months last year and sneaking in a cell phone and prescription drugs into his cell.

Judy K. Victor, 51, of Franklin Township, is awaiting arraignment on three felony counts each of conspiracy to use a communication device and criminal use of a communication facility, along with contraband charges.

Daniel Meinert, a criminal investigator with the state Department of Corrections, said a search of an inmate’s cell in September 2015 found a cell phone, prescription pills and cologne.

Meinert said the investigation revealed that the contraband belonged to the inmate and his bunkmate told investigators they were provided to him by Victor. In 54 recorded telephone calls between June and September, Meinert said investigators heard the inmate and a woman “discuss how much they love each,” among other topics. It was later determined that the woman was a food services worker.

Investigators also said they found “pornographic” photographs of a woman, with characteristics that later identified Victor.

The inmate also sent letters to a PO Box that investigators said was forwarded to Victor’s Franklin Township home. The letters discussed an ongoing sexual relationship, but investigators did not say when or where the incidents occurred.

Investigators said Victor helped to bring drugs into the prison for the inmate and his bunkmate. Neither inmate had been charged as of Thursday afternoon.

Police interviewed Victor and her attorney David Russo and seized several items for her home Nov. 9. Russo confirmed that search, but said he had not been contacted by Victor for representation as of Thursday afternoon.
