More than 100 households in the city of Washington and the borough of East Washington are still recovering from the July 28 deluge that dumped as much as seven inches of rain on the area.

Affected Washington County business owners were notified they might be able to apply for loans through the federal Small Business Administration, but Jeff Yates, Washington County director of public safety, told the Observer-Reporter homeowners are basically on their own when it comes to cleanup costs.

Yates said the damage was not of the magnitude that would warrant a federal disaster declaration, for which requirements have been tightened.

About 150 calls from city residents with flooded basements were received July 28 and 29, said Mayor Scott Putnam. East Washington Mayor Michael Gomber said about 15 borough homes suffered substantial damage.

“Insurance is not paying because it’s a flood zone,” Gomber said. “These are lost memories, pictures and belongings. No one in life ever gets anywhere without the help of others. We’re trying to help them get back on their feet.”

To aid their constituents, Gomber and Putnam have reached out to area businesses and organizations that will offer financial assistance and discounts on materials and services. Life Church of Washington will act as the point of contact to relay information and connect flood victims with programs.

The group, dubbed “Rise Above,” also is building a network of organizations that will assist with rebuilding and labor.

“When unfortunate events like flooding happen, there are no boundaries between communities,” said Putnam in a news release. “We will struggle, and ultimately rise above, together.”

Gomber said he and Putnam share the same goal.

“We’re here to help people and make their lives better,” he said. “Everyone in life needs a helping hand sometimes.”

Those participating in the Rise Above program with Washington and East Washington include First Energy, McKean Plumbing, Rhodes Carpet, Seaman’s Flooring Co., Tri State Restoration, Washington Financial and 84 Lumber. Organizations interested in participating and people in need of assistance can call Life Church at 724-222-1140.
