Federal, state and local municipal offices will be closed Monday in observance of Christmas. Banks and financial markets are also closed and there is no mail delivery. The Observer-Reporter will not be published Monday and its business office is closed. The editorial department will reopen at 5 p.m. Monday to prepare Tuesday’s edition.
