Cecil Township man charged in deadly March crash
A Cecil Township man is facing homicide-by-vehicle charges in connection with a crash in March in Chartiers Township.
Kevin Charles Farrell, 28, of 53 Belgium Hill Road, was charged by Chartiers Township police with homicide by vehicle while driving under the influence, homicide by vehicle, two counts of aggravated assault by vehicle, DUI, recklessly endangering another person and five summary traffic violations.
Farrell was driving north in the 400 block of Chartiers Run Road about 12:13 a.m. March 26 when he began passing a vehicle at the crest of a hill, according to the criminal complaint. Just after passing the vehicle, Farrell’s car went off the road, hitting an embankment and a tree before crossing over the southbound lane and coming to rest in a field, according to police reports.
Shawn Paul Kroesen, 24, of McDonald, a passenger in Farrell’s car, was ejected from the vehicle and taken by ambulance to Canonsburg Hospital, where he was pronounced dead. Farrell was not injured, police said.
Farrell tested positive for having a cannabis drug in his system at the time of the crash, the complaint said. Police also estimated that he was traveling between 62 and 67 mph in a 45-mph zone.
Police filed the charges Wednesday and issued a warrant for Farrell’s arrest.
