Police Beat Feb. 11
DUI, texting charges: Gregory Floyd Spencer, 47, of 54 Ankrom Road, Washington, was charged this week by state police with driving under the influence of alcohol, texting while driving and driving under suspension stemming from a Jan. 7 traffic stop at Brush Run Road and Route 40, Amwell. A trooper was behind Spencer, going west on Route 40, and said Spencer was weaving off the road. Police said the trooper also could see him texting with his cellphone. Spencer’s blood-alcohol content was more than twice the 0.08 percent level at which intoxication is presumed. The charges were sent by summons from the office of District Judge Ethan Ward.
Warrant obtained: State police have obtained an arrest warrant for Sean Michael Hobberchalk, 31, of Buffalo. He is accused of stealing a furnace and hot water tank from his former residence at 120 Karen Drive earlier this month after he had been evicted from the property, Charges of burglary, theft and criminal trespass were filed at the office of District Judge Ethan Ward.
Two charged: Stephen A. Burns, 54, of 299 Greenhill Drive, North Franklin Township, and Kenneth Felitsky, 39, of 532 McNary Ave., Canonsburg, were charged by state police with illegal sale or transfer of firearms and unsworn falsification after both allegedly put false information on firearms applications while trying to purchase guns at ARH Sport Shop, 4174 Route 40, Buffalo, on different occasions in December 2015. Felitsky was arraigned before District Judge Ethan Ward and released on $10,000 unsecured bond. Burns’ charges were sent by summons from Ward’s office.
Death investigation: State police are investigating the death of Randy Kisner, 46, of Charleroi, whose body was found in a vehicle on Lee Road, Cross Creek, on Wednesday. Police said the cause and manner of his death are pending an autopsy and toxicology reports. His death does not appear suspicious, police said.
Woman arrested: Sarah Lynn Severns, 26, of 139 Karmann Road, Canonsburg, was arrested Thursday by North Strabane police on charges of burglary and theft stemming from an Oct. 24 burglary at a home at 1779 Route 519. She and a co-defendant, Lynden Neill, 27, of North Strabane, are accused of breaking into the home by kicking open a rear door. They allegedly stole three necklaces valued at $750. Neill was arrested on the charges in December. Severns was arraigned before District Judge Mark Wilson and placed in Washington County Jail on $10,000 bond.
