Greene Co. commissioners to approve $1M contract for new road to airport business park project
WAYNESBURG – The Greene County commissioners are expected to award a nearly $1 million contract today to complete one of the final phases of construction on the airport business park.
The commissioners agreed Wednesday to place on the agenda for today’s meeting a motion to award a $999,557 contract to Morgan Excavating LP to construct a road from the new airport entrance to the three lots fronting Route 21 that will be available for commercial development.
Under the contract, the Belle Vernon-based company will also construct a drainage system to transport storm water runoff from the new development to the north side of the airport property.
The bids were opened last month by the state Department of Transportation, which is involved because some of the money for the work is federal grant money. Seven bids were received and Morgan Excavating presented the low bid, chief clerk Jeff Marshall said.
Morgan Excavating’s bid was within the estimate for the work prepared by the engineers, Marshall said.
The final phase of the project, construction of a new parking lot in the area east of the new entrance, also is expected to be bid this month, Marshall said.
Work on the final two phases is expected to begin in the spring. If all goes as planned, infrastructure for the business park could be completed sometime this summer, Marshall said.
Development of the airport property for commercial development has been ongoing for a number of years. The county earlier constructed a new airplane hangar east of the administrative building and demolished four old hangars fronting Route 21 for the three, two-acre parcels that will be leased for commercial development.
The new entrance to the airport, a four-way intersection at Route 21 and Murtha Drive, was completed within the last month.
The county is funding development of the airport business park primarily with state and federal grants and so far has received more than $3 million in grant money earmarked for the project.
The commissioners also are expected to approve today a $20,190 change order to A. Folino Construction, the contractor on the airport entrance, partly for construction of Americans with Disabilities Act ramps at the intersection and for new pavement markings.
The commissioners also are expected to approve new agreements with the county solicitor and with solicitors for other departments.
The agreement with county solicitor Cheryl Cowen, who is also the Children and Youth Services agency’s attorney, is for $125,000.
The agreement with human services solicitor Gregory Hook, who is also solicitor for Farmland Preservation, the coroner’s office and clerk of courts, is for $80,000. The agreement with attorney Jeffry Grimes for Children and Youth Services is for $33,000.
