Missing vehicle: Justin Cheyenne Richter, 30, of 27 S. Richhill St., Waynesburg, was charged with unauthorized use of a vehicle and driving on a suspended license after state police said he took a Contura Energy vehicle at 854 Kirby Road in Whitely Township Oct. 30 and drove it to Virginia Beach. Police in Virginia found the vehicle Nov. 1. Richter, who worked as a cleaning service employee, told state police he drove the SUV to Virginia Beach because “that was the last place he was happy.” He then planned to drive the SUV to Texas, where his father died, police said.
