Mt. Pleasant sets meetings on sewer project design

Mt. Pleasant Township’s municipal authority has scheduled four sets of public meetings to display the design of its $19.2 million sewerage project.

The first, an overview of the project, will be today from 5 to 7 p.m. at Mt. Pleasant Township fire hall.

“This should be cost-effective over a 30-year period,” said Paul Battista, chairman of the authority.

He said the project “is going to service 570 homes and businesses” throughout Mt. Pleasant, plus 15 to 20 homes in the Southview section of Cecil Township. The system, Battista added, will include a wastewater plant and pump stations.

“There are two challenges,” he said. “Mt. Pleasant rolls into five watersheds. We will have to use the pump stations ‘to get up over the hill.’ The second challenge is that the communities are spread out. We will have to use a lot of pipeline to connect to the plant.”

Subsequent meetings after tonight will be at Hickory Community Center (1607 Miller Run Road), and target different communities: Westland on Sept. 14, Southview on Sept. 28, Hickory on Oct. 4. Those meetings will run from 3 to 5 and 6 to 8 p.m.

Battista said Mt. Pleasant hopes to submit permits by the end of the year to the Pennsylvania Department of Environmental Protection, and must have rights-of-ways in place before it can get financing.

“Our biggest struggle is getting funding,” Battista said, adding that the township is looking to the Pennsylvania Infrastructure Investment Authority, or PENNVEST, which funds sewer, storm water and drinking water projects statewide.

He said design work “thus far” has cost about $1.3 million, all of which has come from Act 13 money.

The township is working with KLH Engineers of Robinson Township, Allegheny County, on the project.

Asked when work may begin, Battista gave a “conservative guess” of 2020 or 2021.
