Second suspect in custody in South Franklin Township shooting

A second man has been identified by authorities as a suspect in the alleged kidnapping and shooting of a man Tuesday in South Franklin Township.
Richard Dewey Lacks Jr. was placed in Washington County jail on a parole violation as state police continued to investigate the case, Washington County District Attorney Gene Vittone confirmed Thursday.
State police had yet to file charges Thursday against Lacks, 23, of Washington, in connection with the shooting of Marcus Stancik on Cove Road.
Stancik told police he was abducted by Keith Anthony “Sin” Rosario and another man Tuesday while he was walking in an alley along Route 40. He said he was put in the backseat of a vehicle, driven to Cove Road and shot.
Police allege Rosario shot Stancik in the neck, just below the skull. Stancik told police he managed to escape from his captors. He was taken to Allegheny General Hospital in Pittsburgh. A motive for the shooting was not revealed.
Stancik also told investigators he had been staying recently in Rosario’s residence, and he had known him only for about a week.
His condition was not available Thursday.
Rosario, 26, of 449 Ewing St., Washington, was arrested Wednesday afternoon and sent to Washington County jail without bond on a string of charges that include attempted homicide, kidnapping, aggravated assault and conspiracy.
He was released Aug. 11 from a state prison after serving time for a firearms conviction. That same day, his car was shot at by an unknown person while Rosario was seated inside.
Lacks served time in prison for conspiring to kidnap a man in a Canton Township park, and he’s also serving five years of probation in the case, online court records show.
