Police Beat Sept. 28

Drug charges: Natasha M. Partee, 30, of 4270 Steubenville Pike, Robinson Township, was charged by state police with possession with intent to deliver and possession of a controlled substance after she allegedly sold heroin to a confidential police informant in a McDonald’s parking lot in June 2015. Police said on the afternoon of June 1, 2015, police drove the informant to the McDonald’s at 185 Wilson Road, where Partee allegedly sold stamp bags of heroin to the informant. Partee was arraigned Tuesday before District Judge Curtis Thompson and was jailed on a $10,000 percentage bond.
Theft: A Taylorstown man reported to state police Aug 29 that his AK-47 rifle was stolen along with six 30-round magazines, a remote-control car, television and other items. Anyone with information about the theft is asked to contact state police at 724-223-5200.
Fraud, theft charges: Theresa Rowan-Dennis, 49, of California, was charged Tuesday by California police with access device fraud, identity theft and disorderly conduct after she allegedly used a credit card without permission at Liberty Towers Sept. 12. The charges were sent by summons from the office of District Judge Joshua Kanalis.
Two charged: Cosmina Caldaru, 31, and Constantin Dumitru, 33, both of 602 Union St., California, were charged last week by California police with receiving stolen property after they allegedly were found with a table and bookcase that were owned by another resident of their apartment building. The charges were sent by summons from the office of District Judge Joshua Kanalis.
Rig overturns: State police said no one was injured in an early morning crash Wednesday on Interstate 79. Police said Joseph N. Knippenberg, 41, of Cincinnati, Ohio, became “distracted” while driving a tractor-trailer about 2:24 a.m. Police said while he was negotiating a curve, the trailer began to fishtail and the rig overturned.
Drug charges: Albert Michael Horner, 35, of 670 1/2 Jefferson Ave., Washington, was charged by state police with possession of a controlled substance, possession of drug paraphernalia and public drunkenness after police responded to a report of an overdose in a bar bathroom last November. Police said when they arrived at Billy’s Bar, 2398 Jefferson Ave.,on Nov. 3, Horner and another man were fighting in the parking lot. Police said they found Horner to be in possession of fentanyl, two syringes, a spoon with white residue, a metal smoking device and 14 empty stamp bags. Horner was arraigned Tuesday before District Judge Curtis Thompson and was jailed on $5,000 bond.
Trespass, disorderly charges: Xander Henderson, 18, of 783 Old National Pike, Claysville, was charged Monday by Donegal police with disorderly conduct and criminal trespass after an incident Sept. 17 at McGuffey Park. The charges were sent by summons from the office of District Judge Ethan Ward.
Harassment charges: Jodi Lynn Manzella, 32, of West Alexander, was charged Monday by Donegal police with two counts of harassment after she allegedly sent obscene and offensive messages to a Donegal woman Sept. 4. The charges were sent by summons from the office of District Judge Ethan Ward.
Theft: Washington police are investigating an employee theft of $200 from Little Caesars on Jefferson Avenue Tuesday evening. Police said store management suspects there might be more than one person stealing money by falsely ringing up customers, then pocketing the money. Police said the store is missing about $4,000 in all.
Fleeing charge: Michael David Lucosh Jr., 25, of 5556 Fifth St., Grindstone, was arraigned Wednesday before District Judge Ethan Ward on charges of flight to avoid apprehension, fleeing or eluding police and conspiracy filed by West Brownsville police after he allegedly fled Sept. 16 when police tried to take him into custody on a warrant. Ward set bond at $100,000.
