Housing to be improved, constructed through state’s PHARE program

Five affordable housing and community development projects in Washington County will receive funding through the Pennsylvania Housing Affordability and Rehabilitation Enhancement.

The Washington County Redevelopment Authority’s Canon Apartments heating, ventilation and air conditioning project will use $153,000 from the allocation to replace individually controlled electric HVAC units with 44 new units and related ductwork and condensers, in the 42 apartments and common areas in Canonsburg.

A similar project at the redevelopment authority’s Crest Avenue Apartments, Charleroi, will use $170,000 in PHARE funds for 61 apartments.

Washington County Habitat for Humanity will use $84,000 to construct two new homes and rehabilitate a third utilizing its partnership process. Homes will be sold to qualifying low- and very low-income households.

The Washington Trust Building will use a $340,000 award to assist with the construction of 24 one-bedroom, general occupancy apartments in downtown Washington.

The Washington County Housing Authority McKean Avenue Donora townhouses rehabilitation project will use $126,000 in PHARE funds to assist with the rehabilitation and renovation of two units.

The townhomes are uninhabitable due to the use of improper fill when they were constructed in 1983.

The projects are part of a program funded by the Marcellus Shale Impact Fee, the realty transfer tax and the National Housing Trust Fund.
