CANONSBURG

Charged in traffic stop: Shea Pryor, 32, of 255 Headley Road, Washington, was charged last week with possession of heroin and paraphernalia and equipment violations stemming from a March 24 traffic stop by Canonsburg police on Strabane Avenue. The charges were sent by summons from the office of District Judge David Mark.

CANTON

Trooper assaulted: Matthew Phillips, 23, of Washington, was arraigned Friday on charges of aggravated assault, resisting arrest, disorderly conduct and harassment stemming from an Aug. 6 incident at the Circle K, 860 Henderson Ave., state police said. Police were sent there to check on Phillips’ welfare and he allegedly resisted arrest and assaulted a trooper. He was arraigned before District Judge David Mark and placed in Washington County jail on $25,000 bond.

Assault charge: Michael A. Wood, 55, of 817 Wilmington St., faces charges of simple assault and harassment and a protection from abuse violation after he allegedly shoved a 51-year-old woman against a wall Aug. 4 at their home when he was not supposed to be in contact with her, state police said. The charges were filed Thursday with District Judge David Mark and will proceed by summons. 

CECIL

Fleeing, DUI arrest: Tracy Scott Hish, 62, of 205 Cumer Road, McDonald, was arrested Tuesday night by Cecil police after a traffic stop on Coleman Road at Millers Run Road (Route 50). Police received a report of a reckless driver. The officer spotted the vehicle without headlights. When the officer tried to stop the vehicle, it continued south on Muse-Bishop Road before turning onto Cumer Road. Hish told police he failed to stop because he did not want to have his car towed. He was taken to Canonsburg Hospita,l where blood was drawn. Hish was arraigned before District Judge Jay Weller on charges of fleeing or eluding police, driving under the influence of alcohol, resisting arrest, disorderly conduct failure to stop for an emergency vehicle and other traffic and equipment violations. He was placed in Washington County Jail on $5,000 bond.

Liquor violation: The operator of Bubba’s Gourmet Burgers and Beer, 114 Southpointe Boulevard, was cited Friday by the state police Bureau of Liquor Control Enforcement for failing to have its manager complete responsible alcohol management training within 180 days.

CHARLEROI

Drug arrests: Erika Leigh Jenkins, 37, of 410 Grant St., Richeyville, and Pamela Dawn Hootman, 38, of 40 Hudson Ave., Slovan, are each charged by Charleroi Regional police with drug possession after an assortment of drugs, including two bricks of heroin, were seized from the vehicle they were using about 6:15 p.m. Friday at a gas station at 62 McKean Ave., court records show. Police were alerted to the vehicle by the manager of a neighboring Dollar General, who called for the police alleging the women were smoking marijuana in a store restroom. District Judge Larry Hopkins issued the cases Tuesday in summons.

Man charged: Scott Dean Sines, 48, of 1956 Park Side Drive, Elizabeth, is charged by Charleroi Regional police with theft and home improvement fraud, court records show. Police accuse Sines of accepting $2,000 on July 14 from a resident of the 200 block of Davidson Drive to replace a deck and failing to perform the work. District Judge Larry Hopkins issued the charges Tuesday in a summons.

Drug charge: Amanda R. Binger, 30, of 170 Valley View Drive, Rostraver Township, is charged by Charleroi Regional police with possessing one stamp bag of heroin, tampering with evidence and possession of drug paraphernalia, court records show. Police arrested her after being called to McDonald’s, 318 McKean Ave., about 11:20 p.m. June 21 to see why she had been wandering its parking lot. District Judge Larry Hopkins issued the case Tuesday in a summons.

CHARTIERS

Theft charge: Kirk Ralph Hess, 55, of 689 National Pike, Brownsville, was charged by Chartiers police last week with theft after he allegedly took $1,200 from a South Shady Avenue couple for repairs to the air conditioning unit at their home on June 27, but never did any work. He also allegedly took an attic fan to repair but never returned it. The charge was sent by summons from the office of District Judge David Mark.

HANOVER

Underage drinking enforcement: The state police Bureau of Liquor Control Enforcement conducted a minor patrol Tuesday at KeyBank Pavilion, Hanover, during the Five Finger Death Punch concert. Troopers issued a underage drinking citations to a juvenile and to four minors between the ages of 18 and 20.

HOUSTON

Assault, endangerment charges: Billie Jo Labutis, 26, of 219 School Hill Road, Canonsburg, was charged last week by state police with simple assault and reckless endangerment after she allegedly ran over a man’s arm with her sport utility vehicle during a July 28 domestic dispute at 124 W. Pike St., Houston. The charges were sent by summons from the office of District Judge David Mark.

MONESSEN

Assault alleged: Charles Edward Smith, 79, of 1613 Walnut St., Monessen, is charged by city police with simple assault and harassment, court records show. Police accuse Smith of pushing Alice Horrel into a television and stand, causing her to lose her front teeth and injure her lip about 12:15 a.m. Sunday at his residence. Smith is free on $1,000 unsecured bond set Wednesday by Senior District Judge Herbert Mitchell Jr.

NORTH STRABANE

Charged in stop: James M. Sibert, 56, of 115 Willow Drive, Washington, was charged last week by North Strabane police with illegally operating a vehicle without an interlock device, driving under suspension and speeding stemming from a July 31 traffic stop in the 500 block of McMurray Road. The charges will be sent by summons from the office of District Judge Jay Weller.

SOUTH STRABANE

Charged in threats: Scott Keener, 48, of 44 North Ave., Washington, was charged last week by South Strabane police with terroristic threats after he allegedly made threats Aug. 5 on Facebook to commit violent actions at Field & Stream, 60 Old Mill Boulevard. The charge was sent by summons from the office of District Judge Jay Weller.

Habitual offender: Clinton Smeltzer, 40, of 1470 Rostraver Road, Belle Vernon, was charged last week by state police as a habitual offender, false identification to police, driving under suspension and speeding stemming from an April 18 traffic stop on Interstate 70 east at the south junction with Interstate 79, South Strabane. Police said he was going 74 mph in a 45 mph construction zone.  The charges will be sent by summons from the office of District Judge Jay Weller.

Equipment stolen: Jared Roberts of Claysville told South Strabane police Tuesday that a weed trimmer, blower backpack and hedge trimmers were stolen from a yard on Crest Avenue. Roberts told police that he operates a lawn care business and dropped off the items before running an errand. When he returned, the items were gone.

STOCKDALE

Imprisonment, assault charges: Brad Timko, 22, of 508 Sutherland St., Stockdale, was arraigned Tuesday on a warrant obtained by Roscoe-Elco-Stockdale-Allenport regional police charging him with false imprisonment, simple assault, endangering the welfare of children and harassment. He is accused of assaulting his girlfriend while she held their 4-month-old son. He also allegedly refused to let her leave their home. Timko was arraigned before District Judge Jay Weller and released from Washington County Jail after posting $5,000 bond.

WASHINGTON

Two assaulted: Donald Hanlon, 43, who Washington police said is homeless, was arrested Tuesday night by Washington police on two counts each of simple assault and harassment and one count of disorderly conduct after he allegedly punched a man and woman in the 100 block of East Wylie Avenue. He was arraigned before District Judge Jay Weller and placed in Washington County Jail on an Allegheny County probation warrant.

Assault arrest: Donald Adams, 48, of 64 W. Walnut St., Washington, was arrested Tuesday night by Washington police on charges of simple assault and harassment after he allegedly told a 55-year-old woman that he was going to beat her in the back of the head. When police arrived, they found her hiding in the kitchen of the West Walnut home. Adams was arraigned before District Judge Jay Weller and placed in Washington County Jail on $7,500 bond.

Wallet stolen: Zach Storf of Canonsburg told Washington police that his wallet was stolen from his unlocked vehicle while it was parked Tuesday at the rear of 166 N. Main St. He told police that the wallet contained identification and debit and credit cards. The debit card was was used four times to make $1,268 in purchases at Washington area businesses. Police have suspects.

Theft charge: Tina Marie Navrat, 48, of 435 Lusk Road, Bentleyville, was charged last week by South Strabane police with two counts of felony retail theft after she allegedly stole items from Walmart, Trinity Point, on July 5. The charges were sent by summons from the office of District Judge Jay Weller.
