FRANKLIN

Jail assault: Theodore Eugene Gibbs, 26, an inmate at the Greene County jail, was charged Tuesday with simple assault and harassment after state police said he hit and kicked another inmate Monday. The inmate had several bruises and scrapes on his head and face, police said.
