Judge lowers bond for teen jailed last summer after shooting

Judge Gary Gilman Friday lowered the $100,000 bond of Jamil Marquise Carr, 19, who has been held in Washington County jail for nearly a year in connection with a shooting in Washington’s West End.

Carr was originally arrested by city police on two counts each of attempted homicide and aggravated assault, but both homicide attempt charges and one count of aggravated assault were withdrawn last year at the magisterial level.

Carr and a teenage girl were part of a group of people arguing July 21, 2017, in a parking lot in the 500 block of Fayette Street.

The girl, who was hit by gunfire in the arm and shoulder, reportedly identified Carr as her assailant.

Police said Carr, who was living on Broad Street at the time, fled but was taken into custody about five weeks later in August 2017 in Kittanning, Armstrong County.

According to information presented in court Friday by Deputy District Attorney Leslie Ridge, Carr was subject to supervision by the juvenile probation office at the time of the shooting. His record as a juvenile includes adjudications of theft and simple assault.

On Friday, the judge ruled Carr could leave the jail if he is able to post $10,000. He is to wear an electronic monitor, have no contact with the shooting victim or her immediate family, report to the Washington County pretrial services office and be subjected to testing for drug and alcohol use.

Carr told the judge he plans to stay with a family on East Prospect Street.

Assistant Public Defender Katherine Bacher said Carr previously worked as a line cook, but that he was unemployed at the time of his arrest. He has taken anger-management classes, she said.

Carr is scheduled for a nonjury trial in August before Gilman.

In a separate incident, he is charged with theft by deception. South Strabane Township police accused him of returning stolen items June 11, 2017, to Walmart, Trinity Point, in exchange for a gift card.
