CALIFORNIA
Retail theft charges: Chaim Lichtenstein, 36, and Jason N. Perry, 33, both of California, were charged Monday by California police with stealing $80 worth of items from Rite Aid, Wood and Third streets, June 3. They allegedly fled when confronted by employees but were identified through surveillance video, police said. Lichtenstein faces 11 counts each of retail theft and criminal conspiracy. Perry faces 11 counts of retail theft and one count each of criminal conspiracy and trespass. The charges will proceed by summons from the office of District Judge Joshua Kanalis.
Disorderly conduct charges: Three people were cited for disorderly conduct after they allegedly were fighting in the lobby and outside foyer at Liberty Towers, 520 Liberty St., June 4, California police said. David W. Neil, 62, of California, and Faith C. Sanner, 26, and Donovan A. Wright, 39, both of Uniontown, were cited.
HANOVER
Drug charges: Alan Jay Spangler, 34, of 109 Glen St., Aliquippa, and Emily E. White, 34, of 114 Lutes Road, Finleyville, were charged by Hanover Township police with possession of a controlled substance and possession of drug paraphernalia Saturday at KeyBank Pavilion. Police said the two were in a vehicle in which officers found just under 20 grams of marijuana and about nine pieces of paraphernalia related to smoking marijuana.
MONESSEN
Assault charges: City police charged Jason Allen, 43, on Friday with simple assault and disorderly conduct. Police alleged in court papers that Allen put his girlfriend in a headlock and threw her to the ground when she tried to stop him from taking her dog at his home on Knox Avenue. Allen was arrested that day and arraigned before District Judge Charles Christner, who allowed him to remain free on $25,000 bond.
Woman charged: Julianne M. Wickerham, 25, of 220 Zippay Road, Fallowfield Township, is charged by city police with stalking and harassment, court records show. Police accuse Wickerham of sending more than 65 alarming messages to the email account and smartphone of her former boyfriend, Elijah Piasecki of Monessen, between November and June 4. Senior District Judge Herbert G. Mitchell issued the charges Monday in a summons.
NORTH CHARLEROI
Pair charged: Jason Sean Evans, 29, of 139 McKean Ave., Charleroi, and Alyssa May Shemasek, 29, of 712 Monongahela Ave., North Charleroi, are charged by Charleroi Regional police with burglary, theft, receiving stolen property, conspiracy and loitering, court records show. Police accuse them of breaking into 704 Water St. about 2:40 a.m. May 29 and stealing several items that were being stored there. Evans and Shemasek were sent to Washington County jail.
ROSTRAVER
Woman charged: Township police charged Danielle R. Pugliesi, 42, of Webster, with reckless endangerment. The charge stems from allegations Pugliesi pointed a handgun at another woman during an argument April 30 at a home on Webster Hollow Road. Pugliesi maintained she pointed the gun in the air in self-defense. The charge was filed by summons Monday from the district court in Monessen.
Woman charged: Amanda M. Berggren, 30, of Rostraver, was charged with simple assault and harassment Monday by township police. The charges stem from an incident at a McDonald’s the day before, when she allegedly scratched the left arm of her son’s father and shoved him during a custody dispute. Court records show Berggren was arraigned at the district court in Monessen and is free on nonmonetary bond.
Theft charge: Township police charged David L. Carbone, 32, of North Belle Vernon, with theft and receiving stolen property in connection with allegations he stole $330 from a business where he was working. The owner of Noah’s Bark Pet Resort told police she’d left Carbone in charge while she was on vacation from April 28 to May 4 and returned to find cash totaling that amount missing from the store. Carbone allegedly agreed to reimburse the owner, who kept his paycheck, but she told police he still owes her $147. He was charged Monday by summons from the district court in Monessen.
Man charged: Norman C. Humes, 58, of North Belle Vernon, was charged by township police with theft and receiving stolen property. The charges stem from allegations he took $120 from the counter of the local Napa Auto Parts store May 24. The charges were filed by summons Monday from the district court in Monessen.
Smith
DUI, drugs, weapons charges: Jina Nicole Burns, 19, of 351 Bethel Ridge Road, Avella, was charged by Smith Township police with driving under the influence of drugs, prohibited weapons, possession of a controlled substance, possession of drug paraphernalia and a traffic summary offense following a traffic stop April 7 on Smith Township State Road. Police said when they stopped Burns for an equipment violation on her vehicle, they discovered marijuana in her car. After she allegedly failed three sobriety tests, they said they found a marijuana cigarette, three plastic bags of marijuana, a Xanax pill and a stun gun. Police said toxicology reports showed Burns had been under the influence of marijuana, Xanax and Buprenex.
WASHINGTON
DUI alleged in crash: Washington police responded to a crash about 9:41 p.m. Monday in the 100 block of Harding Avenue, where a car had struck a retaining wall. When they arrived, police said they found Justin Lee Molla, 34, of Hoffman Avenue, unresponsive behind the wheel, with the car still running and his foot on the gas pedal. Police said it took two doses of Narcan to get Molla to respond. Police said Molla admitted to mixing prescription drugs with alcohol, for which police found evidence in the vehicle. Police said driving under the influence charges will be filed.
Marijuana charges: Washington County Drug Task Force charged Andre C. Taylor II, 26, of Washington with drug possession with intent to deliver, drug possession and possession of paraphernalia. Detectives said they searched a backpack belonging to him at his parents’ home Sept. 1, allegedly finding a “cut-open shrink wrap bag that had a strong odor of marijuana about it,” court papers say. Charges were filed by summons on Thursday at District Judge Robert Redlinger’s office.
Charges filed: State police charged Joshua D. Cromer, 35, of Chartiers Township, with drug possession and possessing paraphernalia, disorderly conduct and having improper rear lighting on his vehicle. Troopers allegedly found two stamp bags of suspected heroin, five empty stamp bags, four syringes and a spoon during a traffic stop of a vehicle driven by Cromer on West Chestnut Street Nov. 7. Charges were filed by summons at District Judge Robert Redlinger’s office Tuesday.
