Access device fraud: Amanda Danielle Mitchell, 33, of 52 W. Greene St., Waynesburg, was charged by state police with access device fraud following an incident that happened between Nov. 15 and Feb. 1. Police said Mitchell obtained the EPPI card number of a Lightner Run Road victim. Police said Mitchell allegedly used the information to make 29 purchases at Walmart and Verizon totaling $964. 

FRANKLIN

Corruption of minors: Patrick James Dowling, 18, of 199 Woodies Road, Waynesburg, was charged by state police with corruption of minors, possession of drug paraphernalia, driving under the influence and four traffic summary violations following a traffic stop that happened in November on Valley Farm Drive. Police said a 16-year-old passenger was in the car when they stopped Dowling about 11:50 p.m. Nov. 22, near the intersection with state Route 188. Police said the car had an odor of marijuana and that they found a glass smoking device. 

Theft: A Mountainview Gardens resident reported to state police March 3 that he attempted to purchase a vehicle on eBay Motors using eBay gift cards, police said. After the victim sent $1,500, the seller requested another $1,000, which was sent. When the victim still did not receive the vehicle, the seller requested another $1,000, which is when the victim reported the incident to police.
