CUMBERLAND
Indecent assault charge: Raymond Charles Pendland, 18, of 104 N. Factory St., Clarksville, was charged with indecent assault Monday in connection with an incident reported earlier this month. State police received a referral from Greene County Children and Youth Services Sept. 6 about an alleged sexual assault at a home on Third Street in Crucible. A girl who court documents indicate is younger than 13 said Pendland committed a sex act on her. Pendland, when interviewed by state police, allegedly admitted to touching the victim’s genital area.

Resisting arrest alleged: Steven Shane Franklin, 46, of 1673 Mason Dixon Highway, Maidsville, W.Va., was charged with resisting arrest, disorderly conduct, driving under the influence of alcohol, vandalism, criminal mischief and driving with a suspended license in connection with an incident Monday. Greene County Regional police were called to the parking lot of People’s Baptist Church on Buckeye Road in Perry Township for a suspicious vehicle just before 9 p.m. The officer knocked on the window and shined a light inside, at which point Franklin opened the door “in an agitated state,” according to the criminal complaint. Police said Franklin refused to comply with commands, so they used a Taser, causing him to fall face-first onto the gravel lot. Police said they needed to use the Taser a second time to get Franklin to put his hands behind his back to be handcuffed.
