State police and DA to review use of force in police shooting of armed man

State police and the district attorney’s office will review the actions of three local police officers who shot an armed North Strabane resident multiple times Sunday morning.

Two officers with North Strabane and one with Canonsburg fired their weapons at Logan Bradley Macri, 19, a former state wrestling champion for Canon-McMilan High School, when he allegedly pointed an AR-15 rifle at them.

“When these events happen, we will ask the state police and district attorney’s office to investigate the use of force,” said Canonsburg police Chief Alexander Coghill, adding that the department is too small to be able to conduct its own internal review.

District Attorney Eugene Vittone also said his office would conduct a review of the incident.

Coghill said the Canonsburg officer involved in the incident turned in his weapon and is on paid administrative leave while the investigation is ongoing. North Strabane police Chief Brian Hughes did not return a phone call seeking comment.

Vittone said his office is in possession of body camera footage of the incident, which he said gives a good view of what took place. Coghill confirmed the Canonsburg officer was wearing a body camera.

Macri faces charges of aggravated assault, simple assault, terroristic threats, recklessly endangering another person, resisting arrest and disorderly conduct. Vittone said the body camera footage will be shown in court at a later date.

The officers who shot Macri were dispatched to his home at 427 W. McMurray Road at 2:30 a.m. Sunday after his mother called police. According to the criminal complaint, Macri was threatening her and others with a firearm. Macri allegedly struck his mother with a handgun and a sword. He also threatened to kill others and burn down his home, the complaint states.

According to the complaint, Macri was in the driveway when police arrived, and initially complied with orders to put his hands up and lie down on his stomach, but stood up and aimed the AR-15 at officers as they began to approach him. All three officers then fired their weapons and struck Macri multiple times.

He continued to resist after being shot, according to the complaint. Macri was flown to a hospital for treatment of his injuries.

In March 2018, Macri won the PIAA Class AAA 120-pound title at the Giant Center in Hershey. He was a four-time state qualifier and WPIAL Champion with a career record of 152-30.

Macri originally committed to the University of Tennessee at Chattanooga but was given his release when the head coach left.

Macri has yet to be arraigned, and a preliminary hearing has not been scheduled.
