CENTERVILLE

Arson: Sabrina Kyper, 36, of 208 Diamond Ave., was charged with arson, public drunkenness and harassment by borough police Tuesday. According to the criminal complaint, Kyper tried to light clothing on fire outside her residence following an argument with her boyfriend. She was incarcerated in Washington County Jail on $5,000 bond, and a preliminary hearing is scheduled for 10 a.m. May 20 before District Judge Curtis Thompson.

NORTH FRANKLIN

Drug possession: Devon Dausjay Mims Carter, 28, who has no known address, was charged with possession with intent to deliver, possession of a controlled substance, possession of drug paraphernalia and possession of a small amount of marijuana by state police Tuesday. According to the criminal complaint, Carter was the passenger in a vehicle that police pulled over about 4:50 p.m. Tuesday. Police said Carter was in possession of 3.5 grams of cocaine, $418 and a digital scale. There were 100 stamp bags of heroin in the vehicle, according to the complaint. Carter was incarcerated in Washington County jail on $45,000 bond. A preliminary hearing is scheduled for 1:15 p.m. May 20 before District Judge Curtis Thompson.

ROSTRAVER

Man charged: David Edward Millero, 29, of 46 Pershing Court, South Union Township, Fayette County, is charged by Rostraver police with propulsion of a missile onto a roadway, reckless endangerment and criminal mischief. Police accuse Millero of throwing a beer bottle out of his vehicle April 24, causing nearly $900 in damage to another car being driven northbound on Route 51 at Mobert Lane by Ragu Chimoriya. District Judge Charles Christner issued the charges Tuesday in a summons.
