South Strabane man jailed for assault at senior living facility

Following a disparaging remark about his mother, a 65-year-old resident of Thomas Campbell Apartments assaulted another resident with a cane, police said.

Randy Dean Horne faces charges of aggravated assault, simple assault and terroristic threats in connection with the May 3 incident.

Horne lives at the South Strabane facility, located at 850 Beech St., which offers housing for low-income senior citizens.

According to the criminal complaint, South Strabane police responded to a report of a fight near the building’s lobby.

The alleged victim, David Burgess, told police Horne punched him in the face and struck him multiple times with a walking cane.

Police said Burgess was bleeding from his right elbow, right forearm, left bicep, left forearm and had swelling above his left eye.

Officers found Horne in his apartment, where Horne told police he did punch Burgess twice in the face but denied hitting him with the cane, according to the complaint.

Horne reportedly told police he did so in response to a sexual comment Burgess made about his mother.

A witness told police Horne hit Burgess several times, including with a cane. Police found and took photos of a cane in Horne’s apartment.

An administrative employee of Thomas Campbell Apartments told police that “Horne is and has become more aggressive toward his neighbors and tenants,” according to the complaint.

Horne was incarcerated in the Washington County jail Wednesday and arraigned before District Judge Jesse Pettit, who set bond at $7,500.

A preliminary hearing is scheduled for 11:15 a.m. May 28 before Pettit.
