This Voters’ Guide was compiled by the League of Women Voters of Washington County. The League is a non-partisan organization and does not endorse or oppose any political party or candidate. Its purpose is to promote political responsibility through informed participation of citizens.

The names of candidates running for the offices of Pennsylvania State Judge, Washington County Magisterial District Judge, Controller, Recorder of Deeds, Sheriff, and the Government Study Commission are listed in the Guide. Candidates are listed in the order in which they will appear on the ballot. The party of the governor is, by practice, given the first position on the Pennsylvania ballot except for the candidates of the Government Study Commission. The order in which candidates for the Government Study Commission appear does not reflect party affiliation. Candidates for municipal offices and school directors are not included in this year’s Guide.

Candidates were asked for basic biographical information and asked to respond to a question. In cases where the candidate did not respond, only the candidate’s basic information and ‘THE CANDIDATE HAS NOT RESPONDED’ are listed.

The Voters’ Guide listings are composed entirely of material submitted by the candidates themselves and printed precisely as provided.

Study the guide to help you choose the candidates for whom you want to vote and to also decide on the yes or no questions that are on this ballot. Nothing in this guide should be construed as an endorsement of any candidate or position by the League of Women Voters.

VOTING IN A GENERAL ELECTION

To vote in this election you must have been registered by October 18, 2021. Your registration is permanent if you did not change your name or your address.

VOTING

The three-step process of voting – 1) select candidates to create your ballot, 2) review your selections on your printed ballot, and 3) submit your ballot to the scanner for tabulation – can be reviewed on a video at co.washington.pa.us/129/Elections.

ID REQUIREMENTS FOR NEW VOTERS

If you are a new voter or are voting at a polling place for the first time, you must bring your voter ID card or a photo ID such as a driver’s license, student ID, or some other form of federal or state government issued ID. Some forms of non-photo ID are also acceptable, such as a firearm permit, bank statement, paycheck, or government check. If you do not have any acceptable ID, then you must be allowed to vote by provisional ballot.

If you are not a new voter and are not voting at your polling place for the first time, you are not required to bring or provide identification.

PROVISIONAL BALLOTS

If your right to vote is challenged at the polls on election day and you are in the right polling place and the problem cannot be resolved by the judge of elections, you have the right to ask for and vote a provisional ballot. If it is later determined that you were eligible to vote, your ballot will be counted. You will be given instructions on how to determine if your vote was counted.

ABSENTEE AND MAIL-IN BALLOTS

Registered voters who are ill, disabled, or will be absent from their residence on Election Day may vote by absentee ballot. Completed applications for absentee ballots and mail-in ballots must be received by the Washington County Board of Elections by 5 p.m. Tuesday, October 26, 2021. Voters can visit the Elections Office, complete the application in person, and receive their ballot on the same day until October 26 by 5:00 p.m.. Completed ballots must be received back at the election office by 8 p.m. on Tuesday, November 2, 2021.

If an emergency arises (unexpected illness or business trip) after the application deadline, call the election office (724.228.6750) for information on emergency absentee voting. Proof of the emergency may be required. An Emergency application and ballot can be obtained and voted by 8 p.m. on Tuesday, November 2, 2021.

Any disabled voter having questions regarding accessibility of a polling place should consult the county Board of Elections.

Voters will respond to two issues concerning the Government Study Commission on the November 2, 2021 ballot. Purpose of the Commission: The Government Study Commission is charged with studying the current form of County government and comparing it with other available forms under the laws of the Commonwealth. The Government Study Commission is to determine whether in its judgment the government could be strengthened or made more clearly responsible or accountable to the people or whether its operation could become more economical or efficient under a changed form of government. The question on the ballot is:

Job description of the members of the commission: study the existing structure of the county government and compare it to other forms of county government allowed by PA law. Determine if another form would be better. This would then be voted on in a subsequent election by the electorate of the county.

Commission members are not compensated for their time. The Commission is expected to report back to the public within nine months.
