A tie-breaker was held Friday at the Washington County elections office to determine the winner of the final seat on East Washington Borough Council.

Kent James was declared the winner over fellow Democrat Mumbi Mundia following the casting of the lots to break the tie.

James and Mudia both received 249 votes for the final spot on council, which required the elections office to have the two candidates draw numbers to elect a winner.

Democrats Thomas Marshall and Joseph Fulton, along with Republican Douglas Corwin, won four-year terms to council in the Nov. 7 election. Marshall also won a write-in campaign for a two-year term, and council will have to appoint someone to serve in that seat when they organize next month.
