Why deny vote to independents?

On the day of the primary elections last month, I went to my polling place in Muse. I was informed that because I am an independent, I was denied what I feel to be my right to vote. This is a local election. I feel that by not being able to cast my vote, a candidate has lost a vote, whether a Democrat or Republican. I was also informed that this has been the practice since day one.

Why?

And what if an independent wanted to run for local government? His fellow independents would not be able to vote for him.
