When did Interstate 70 between Washington and the West Virginia state line become a garbage dump?

The trash is taking over that area. I bet people who are driving through for the first time are thinking, “What a mess!” Whoever is supposed to be cleaning it up, get to it. It’s disgusting and a black eye for our area.
