Putting the brakes on our economic slide?

During the 1950s, North Carolina established statewide a system of community colleges and technical schools. Industries in the North were courted to move to North Carolina with the promise that the colleges and technical schools would train, at state expense, local personnel to fulfill job requirements.
For the most part, the textile industry moved from New England to North Carolina. Singer, the manufacturer of sewing machines, moved its manufacturing south. The state’s economy grew at a rapid rate.
According to Rick Shrum’s Wednesday article on Chevron Corp. providing $20 million to boost STEM programs in the region, perhaps Pennsylvania is now moving in a similar direction, by training residents to carry out jobs required by industry. Could this be an approach that would put the brakes on our economic slide?
