When will Canonsburg street project begin?

An article by Natalie Reid Miller that appeared on May 15, over 130 days ago, mentions a $1.1 million street improvement plan in Canonsburg, “set to begin in June or July.”
Well, take it from someone who lives on one of the alleyways mentioned in the article, nothing has started regarding the project. In fact, now that cooler weather is quickly approaching, it is highly unlikely that we will not see completed the work promised by our borough council.
Earlier in the year, borough council enforced the practice of parking on one side of the street, and at the time that we were notified, we attended the council meeting and voiced our opinion that if Cedar Alley, the alley behind our home, was repaired, we would not have a problem parking in our two-car garage. We were told at that time that they would be making repairs on the alley and that other residents would be encouraged to park their vehicles in order to keep them off the street.
We have made repeated attempts to contact our borough councilmen, John Severine and John Bevec, Borough Manager Bob Kipp, and Mayor David Rhome, and none of these individuals have been able to tell us when the project mentioned in the above article would be started or completed.
Here I quote from the May 15 article, “When Canonsburg was incorporated in 1802, founders undoubtedly did not worry about one-side street parking or back alley access to homes. … Two hundred and thirteen years later these are the concerns of borough officials…” It does not seem to me that this is a concern of our borough officials, and the question should be what is their concern? It certainly is not the almost 9,000 residents of Canonsburg.
