Why punish everyone?
If Charleroi Council removes the kayak launch along the Mon River to deter drug use, as was reported in the Sept. 14 edition of the Observer-Reporter, all restrooms in public places should also be removed, all parking lots should be closed down, and all entrances to parks should be locked up. These are all places where a lot of drug overdoses take place.
Why punish everyone when there a few people causing the problem? Maybe there needs to be greater police presence in this area.
