Why have stop signs?

Why have stop signs if no one stops at them? Motorists drive right through without stopping, many times while talking on their cellphones, or they make a “rolling” stop.

When a stoplight is blinking or out altogether, which is to treated as a four-way stop, many drivers are not stopping.

A particularly bad spot is at the intersection of Davis School and Meadowview roads in South Strabane Township, where I’ve been nearly hit multiple times. I have alerted the police, who could make a fortune for the township if they monitor the area.
