Fact: Twenty states already offer tuition-free community college educations, with several more considering the program.

Fact: Community colleges are staffed mostly by adjunct professors. Pennsylvania state universities staff a sizable proportion of adjunct professors.

Is there something wrong with this picture?

Conclusion: Pennsylvania is not doing such a hot job managing its public university education system.
