A Pittsburgh resident hoping to operate a shooting club claims in an appeal filed in Washington County Court that officials of Robinson Township acted in bad faith by dragging their feet on his request and concealing from him that the municipality was in the process of amending its zoning ordinance.
William Drummond who leases property at 920 King Road, Bulger, owned by Donald Freund, also claimed that the township is violating his constitutional rights by limiting gun ranges to non-profit organizations.
Drummond invoked the Second Amendment, commonly known as the right to bear arms, and the 14th Amendment, which ensures due process of law.
Drummond, who is represented by attorneys James McCune and Melissa Hall, also maintains in his appeal that the township also has limited rifle use to rim-fire weapons, which are less powerful than centerfire guns, and has made sportsmen’s clubs a conditional use under its zoning ordinance.

Drummond, according to the suit, made repeated attempts to contact Mark Dorsey, Robinson zoning officer, between January and April at both the township and at the McDonald Borough Police Department where he is chief, but actually connected very few times.
Drummond was trying to ascertain the procedure to operate a shooting club in the township.
